Ontario implements strategic allocation of International Student Applications to meet Labor Market Demands

March 27, 2024 – In response to the federal government’s cap on international student study permit applications for the next two years, Ontario has unveiled a strategic plan to focus on programs to meet the province’s labor market demands.

Under the new plan, Ontario will allocate a substantial 96 percent of permit applications to publicly assisted colleges and universities. The remaining four percent will be directed toward Ontario’s language schools, private universities, and other relevant institutions, while career colleges will not receive any applications.

Allocation criteria will be based on the following key factors:

  1. Emphasis on programs in high-demand sectors such as skilled trades, health human resources, STEM fields, hospitality, and child care.
  2. Adherence to the institution’s 2023 permit levels.
  3. A cap ensuring that international permits do not exceed 55 percent (excluding high-demand areas) of the institution’s 2023 first-year domestic enrollment.

Additionally, priority will be given to French-language enrollment, acknowledging the growing demand for workers proficient in French. The government pledges to collaborate with colleges and universities to facilitate the implementation of programs aligned with labor market needs, thus bolstering Ontario’s economic development.

Three new streams added to British Columbia PNP

March 21, 2024 – In a significant move aimed at enhancing pathways for international workers, the British Columbia Provincial Nominee Program is set to undergo substantial updates effective January 2025. Here are the key updates:

    • Bachelor’s Stream: Targets recent graduates with bachelor’s degrees from eligible post-secondary institutions, provided they have an indeterminate full-time job offer.

    • Master’s Stream: Geared towards recent master’s degree graduates from eligible institutions, with a minimum one-year full-time job offer in a skilled occupation.

    • Doctorate Stream: Tailored for graduates and candidates of doctoral-level programs, allowing direct application for nomination.

Canada announces new immigration pilots to support rural and Francophone minority communities

March 6, 2024 – Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, unveiled two new initiatives to assist rural and Francophone minority communities. These programs, known as the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot, represent Immigration, Refugees and Citizenship Canada’s (IRCC) ongoing efforts to establish a permanent immigration framework for rural regions.

Scheduled to commence in the fall of 2024, the Rural Community Immigration Pilot is designed to address labor shortages in rural areas and facilitate the settlement of newcomers seeking to make these smaller communities their long-term home. It aims to connect local businesses with the workforce they require while providing pathways to permanent residency for eligible newcomers.

Likewise launching in the fall of 2024, the Francophone Community Immigration Pilot, modeled after the successful Rural and Northern Immigration Pilot (RNIP), seeks to bolster Francophone minority communities outside of Quebec. By attracting more French-speaking newcomers, the program aims to stimulate economic growth and enhance the linguistic and cultural vitality of these communities.

IRCC will initiate the community application process this spring to select participants for both pilots, with further details expected to follow in the coming months.

Through the establishment of a permanent RNIP and the introduction of these new pilots, IRCC aims to attract and retain skilled foreign workers in rural and Francophone minority communities, thereby contributing to their socio-economic development. IRCC looks forward to ongoing collaboration with these communities to strengthen Canada’s immigration programs.

Ontario introduces new guidelines for international students

To safeguard the integrity of postsecondary education and support employment in critical sectors such as health care and skilled trades, the government’s initiatives will encompass the following measures:

Colleges and Universities

1. Conduct a comprehensive review of programs offered by postsecondary institutions with a substantial number of international students, ensuring that program quality upholds Ontario’s standing as a global education leader and aligns with the province’s labor market needs.
2. Verify that the programs provided effectively meet labor market requirements, enabling students to establish a life in Ontario after completing their education.
3. Enforce a temporary halt on new public college-private partnerships, pending further efforts to fortify oversight mechanisms and uphold the quality of existing partnerships.
4. Implement measures to enhance the response rate to student outcome surveys, contributing to optimal academic achievements.
5. Mandate all colleges and universities to provide a guarantee of available housing options for incoming international students.

Career Colleges

1. Strengthen coordination efforts across ministries to enhance oversight of career colleges, incorporating improved data management, documentation processes, and the efficiency of compliance investigations, ensuring prompt responses to concerns and complaints.

Additionally, the Ontario government will collaborate with sector partners and the federal government to explore strategies for further curbing unscrupulous recruiters who exploit international students, making false claims regarding employment and citizenship opportunities.

Australia Introduces New Permanent Visa: Subclass 192 - Pacific Engagement Visa

In a significant move to strengthen ties with the Pacific region, Australia has introduced a groundbreaking Permanent Resident Visa (PEV) program for nationals of participating Pacific Island countries and Timor-Leste. The initiative is set to enhance cultural, business, and educational exchanges while fostering stronger people-to-people links.

The recently unveiled Subclass 192 – Pacific Engagement visa, slated to begin in 2024, will allocate up to 3,000 permanent places annually for eligible citizens of the Pacific Island nations and Timor-Leste, along with their immediate family members. This allocation is in addition to Australia’s existing permanent migration program.

The PEV will implement a pre-application ballot system to ensure an equitable and transparent process. This approach aims to provide all eligible individuals, regardless of skill level, occupation, or gender, an equal opportunity to apply for the visa. The ballot will randomly select participants, ensuring a fair and unbiased selection process.

To participate in the PEV ballot, prospective applicants must meet specific requirements, including being within a certain age range, being a national of a participating country, and completing an online registration form while paying a registration fee.

To be eligible for the PEV, individuals must be randomly selected through the ballot, fall within the age bracket of 18 to 45 years, possess a formal job offer in Australia, and meet other visa requirements, including English language proficiency, character assessments, and health checks.

IRCC announces cap on International Students

January 22, 2024 – Today, Marc Miller, Minister of Immigration, Refugees and Citizenship, declared that the Canadian government will enforce an intake cap on international student permit applications to manage new growth for a span of two years. For 2024, this cap is anticipated to lead to approximately 360,000 approved study permits, reflecting a 35% reduction from the previous year.

Renewals of study permits, pursuits of master’s and doctoral degrees, and elementary and secondary education are exempt from the cap. Existing study permit holders will remain unaffected.

IRCC will allocate a portion of the cap to each province and territory, with the distribution managed by the respective institutions. As of January 22, 2024, all study permit applications submitted to the IRCC will necessitate an attestation letter from a province or territory. The issuance of attestation letters by provinces and territories to students is expected to be in effect no later than March 31, 2024.

These temporary measures will be operational for two years, and the acceptance of new study permit applications in 2025 will be re-evaluated at the year’s end.

To align with the Post-Graduation Work Permit Program, eligibility criteria will change. Starting September 1, 2024, international students enrolled in a study program governed by a curriculum licensing arrangement will no longer qualify for a post-graduation work permit upon graduation. Graduates of master’s and other short graduate-level programs will soon be eligible for a 3-year work permit. Additionally, open work permits will be restricted to spouses of international students in master’s and doctoral programs, excluding spouses of students in other study levels.

New Francophone immigration policies and targets announced

On January 16, Minister Marc Miller announced new plans to bring more French speakers to areas outside Quebec. These include a new immigration policy, expanding community initiatives, introducing a program for French immigration, and implementing the Official Languages Action Plan. All of these aim to make French more prominent in Canada.

Francophone Immigration Policy:

The new policy aims to boost the vitality and economic growth of Francophone minority communities. It outlines concrete, ambitious, and innovative actions for short, medium, and long-term progress to restore and increase the demographic presence of these communities. The policy includes measures like promoting and supporting recruitment efforts in Canada and abroad, especially for specific industries facing labor shortages. Additionally, it will oversee the creation of a new program and measures dedicated to Francophone economic immigration.

Welcoming Francophone Communities Initiative:

The renewed initiative will continue to provide funding to 14 Canadian communities, fostering the integration of French-speaking newcomers. The expansion allows the Government of Canada to select up to 10 more communities, empowering them to create environments supporting the economic and socio-cultural integration of French-speaking newcomers.

Francophone Immigration Support Program:

The new program will fund innovative projects to remove barriers to Francophone immigration, facilitating the participation of Francophone minority communities in international promotion initiatives and the recruitment of French-speaking candidates.

Action Plan for Official Languages 2023-2028:

The Minister noted that the target of 4.4% French-speaking resident admissions outside Quebec was surpassed in December 2023, reaching approximately 4.7% for the entire year. The complete 2023 statistics will be confirmed by Immigration, Refugees and Citizenship Canada (IRCC) in February 2024. Last November, IRCC set ambitious targets for the next three years, aiming for 6% Francophone immigrant admissions in 2024, 7% in 2025, and 8% in 2026.

Starting from January 1, 2024, prospective students applying for a study permit for the year 2024 must demonstrate possession of $20,635, in addition to covering their first-year tuition and travel expenses. This alteration applies to all new study permit applications received on or after the specified date.

Furthermore, Minister Miller has issued an update on three temporary policies originally set to conclude at the close of 2023:

1. International students currently residing in Canada and those who submitted a study permit application by December 7, 2023, will be permitted to engage in off-campus work exceeding 20 hours per week until April 30, 2024.

2. The provision allowing international students to include online study time in calculating their post-graduation work permit’s duration, provided it comprises less than 50% of the program, will remain applicable for students commencing their study program before September 1, 2024.

3. Although a temporary policy was implemented thrice to grant an additional 18-month work permit to post-graduation work permit holders whose initial permit was expiring, this policy will not be extended beyond its current eligibility period. Foreign nationals with a post-graduation work permit expiring up to December 31, 2023, are still eligible to apply under the existing policy.

Here Are the Major Latest Changes to Australian Immigration

The COVID-19 concession period, in effect since early 2020, will conclude on November 25, 2023.

As of November 25, 2023, travelers to Australia no longer need to provide vaccination status or seek travel exemptions.

Key changes affecting various visa programs include:

– Employer-Sponsored visas, ENS, RSMS, and TRT stream will require TSS holders to have worked for 2 out of the previous 3 years.
– Concessions for reduced work periods and age exemptions for ENS/RSMS TRT stream will end.
– Specific age exemption for legacy 457 workers will apply for ENS visa applications lodged before July 1, 2024.

For Skilled Regional Visa subclass 887, temporary concessions allowing eligible visa applicants to lodge from inside or outside Australia during the COVID-19 concession period will end. Applicants can access employment requirement concessions if they held an eligible skilled provisional visa during the concession period and submit a valid application by February 26, 2024.

Family visas see relaxed restrictions on location requirements, and certain Partner and Child visa applicants in Australia during the concession period can continue to be eligible for visa grants after November 26, 2023.

From November 25, 2023, all applications for any stream of the Temporary Graduate visa (TGV) program must be lodged in Australia. Subsequent entrant applications can be lodged within or outside Australia, with the ability to grant applications to those either in or outside Australia (but not in immigration clearance) continuing.

In summary, the conclusion of the COVID-19 concession period introduces changes across various visa programs, aiming to align with post-pandemic migration needs.

“Canada may look at making more temporary migrants permanent, Mendicino says”

Canada may extend the deadline of a program created this year to give temporary residents working in key sectors a route to permanent residency, and is considering expanding the program’s eligibility to include refugee claimants, Canada’s immigration minister told Reuters on Thursday.

More than 14,000 of the 20,000 spots in the healthcare stream of a temporary-to-permanent residency program announced in April were unfilled this week ahead of the Nov. 5 deadline.

“I think we should keep an open mind as to whether or not we should extend (the deadline),” Immigration, Refugees and Citizenship Minister Marco Mendicino said in an interview.

13 May 2021 – Express Entry Round Results Update

The most recent Express Entry Draw occurred on May 13, 2021, which was the 187th Express Entry Draw. This draw was focused on the Canadian Experience Class as it were. The draw offered 4,147 ITAs to those with a minimum score of 401. This is the second draw of May. Canada is welcoming large number of immigrants to apply for Permanent Residency consistently. This draw was followed by the PNP Draw held on May 12, 2021 which invited 557 candidates with the minimum CRS score of 752.

Immigration, Refugees and Citizenship Canada sent Invitations to Apply to candidates from the Express Entry pathway relying upon their Comprehensive Ranking System score, which is based on age, level of education, language limits in French or English, work experience, past work or study in Canada and having sibling living in Canada who is a Canadian citizen or permanent resident. Because of the continuous Covid circumstance, Canada has been not able to welcome individuals from abroad which has turned out great for foreign workers and international students in Canada. The CEC draw has been low since the start of this current year. Going on like this, there are high possibilities for the score to decline a little more in future too.

If you have been waiting for the right time to file your permanent residency, this is it. Do not delay!!! 1 May 2021 – Express Entry Invitations are flowing regularly – 6000 Invitations issued – CRS Cut-off 400

IRCC conducted another Express Entry Invitation Round on 29th April 2021 and chose 6000 candidates who qualified for Canadian Experience Class with the lowest CRS of 400 followed by the PNP Draw held on April 28, 2021 which invited 381 candidates with the minimum CRS score of 717.

At regular intervals, Immigration, Refugees and Citizenship Canada hand out Invitations to Apply to candidates from the Express Entry portal depending on their Comprehensive Ranking System score, which is determined dependent on age, level of education, language capacities in French or English, work experience, past work or study in Canada and having a sibling living in Canada who is a Canadian resident or permanent resident. Due to the ongoing coronavirus situation, Canada has been unable to invite people from overseas which has worked out well for foreign workers in Canada. The CEC draw has been low since the beginning of this year. At this pace, it looks like there are high chances for the score to decline a bit more in future as well.
Ontario recently opened an Expression of Interest (EOI) system for two of its Ontario Immigration Nominee Programs (OINP). Currently, OINP is using the EOI system to manage its applications for the following two streams:
– Employer Job Offer: Foreign Worker Stream
– Employer Job Offer: International Student Stream
Just like the Express Entry’s point system, Ontario’s EOI system is a point-based registration system. Introducing a points-based EOI selection process will enable the province to select candidates with specific skills or demographic characteristics that satisfy the needs of the regional labour market. Besides, this newly active system enables the province to simplify the selection process.

If you are planning to apply for immigration under one of these two streams , you can register your EOI profile now. Following the registration, your profile will be active in the selection pool and will be assigned a score based on your rewards . After analyzing, Ontario will invite the candidates to submit their PNP application in the concerning stream. Read more
