Canada Planning to Welcome 485,000 New Permanent Residents in 2024; 500,000 in 2025 and 2026

Here is what the new Immigration Levels Plan states:

Marc Miller, Minister of Immigration, Refugees and Citizenship, today tabled the 2024-2026 Immigration Levels Plan. According to the announcement, the plan is tailored to support economic growth while balancing with the pressures in areas like housing, healthcare and infrastructure. According to the new Levels Plan, in 2024 Canada will welcome 485,000 new immigrants as permanent residents completing the final step to reach 500,000 in 2025. In 2026, the government will stabilize permanent resident levels at 500,000, allowing time for successful integration.

The Immigration Levels Plan 2024-2026 comes only a day after Immigration Minister Marc Miller acknowledged the shortage in fields such as Healthcare and Construction workers.

What does the new Immigration Levels Plan 2024-2026 say?

In 2024, Canada expects to attract approximately 281,135 economic immigrants, which is over half the annual target percentage. By 2026, this figure will have risen to 301,250.

The Express Entry objective for 2024 will be 110,770 permanent resident admissions, rising to 117,500 immigrants in 2025 and 2026.

The Provincial Nominee Program (PNP) will be 110,000 immigrants in 2024, rising to 120,000 in 2025 and another 120,000 in 2026.

In 2024, the family class target will be 114,000 immigrants, or 24% of all admissions. This figure will climb to 118,000 immigrants by 2026, accounting for 24% of total admissions.

Spousal, Partner, and Child sponsorship will look expect to have 82,000 in 2024, which will increase to 84,000 in each of 2025 and 2026. The Parents and Grandparents Program (PGP) will target 32,000 immigrants in 2024, followed by 34,000 in 2025 and 2026.

Humanitarian admission targets for 2024 will be 89,865 immigrants.

What was announced on October 31?

A report was released that lays out a pathway to strengthen the Canadian immigration system for people, ensure immigration continues to contribute to Canada’s economic growth and help businesses and communities thrive.

The report includes:

  • positioning the immigration system to adapt quickly and to respond equitably and sustainably to growing global humanitarian crises
  • developing a new Francophone Immigration Policy to enhance the vitality of Francophone minority communities, while maintaining and increasing the demographic weight of French linguistic minority communities in Canada
  • improving the International Student Program by working with provinces and territories on a Recognized Institutions Framework so that post-secondary institutions with high standards in key areas such as integrity and student supports can benefit from faster processing of study permits
  • integrating housing, health care and infrastructure planning, along with other essential services, into Canada’s immigration levels planning, in close collaboration with provinces, territories and municipalities
  • building an advisory body of newcomers with experience in immigration to inform program and policy improvements, as well as service delivery
  • creating a Chief International Talent Officer position to more effectively align immigration programs and pathways with the labour market, including industry and sector strategies
  • making the website more user-friendly so that applicants can easily find the information they need

Immigration Minister Marc Miller announced more immigrants and newcomers will be welcomed in large numbers in the construction and healthcare field.

Miller said there is a massive shortage of construction and healthcare workers; thus priority immigration will be given to newcomers from these fields of education.
