On 18 June 2019, Canada introduced two new home care provider pilot programs. These programs seek to provide help to the support providers to immigrate to Canada. These are the replacements to the Live-in Caregiver Program (LCP), which is no longer operational. The two different programs under this pilot that allows you to apply for permanent residency in Canada are:
Both the 5-year pilot programs are designed to help the foreign skilled and experienced home support providers relocate to Canada.
Initially, the caregivers are issued a work permit upon the approval of their application. After gaining Canadian work experience in the caregiving industry, you can apply for permanent residency in Canada.
Home Child Care Provider aids parents take care of their children and maybe helps them with household chores at times.
Under the Home Child Care Provider Pilot, applicants can apply to the following job titles:
Home Support Workers look after, provide personal care and companionship to the seniors, disabled and individuals in rehabilitation during their recovery. Their duties include but are not limited to feeding, bathing, dressing, administering medications, preparing meals etc. They can also look after the children, but that should not be their primary responsibility.
Under the Home Support Worker Pilot, applicants can apply to the following job titles:
The best part about immigrating under this program is that it allows you to change employers as per your desire. Also, it enables you to invite your family to join you in Canada.
But to be able to apply under home child care provider pilot and home support worker pilot, you need to meet the following requirements.
You must have a valid job offer from a Canadian employer. It should clearly state that it will be a full-time position (minimum 30 hours a week). The offer should demonstrate the need to hire you and should not be from any embassy, high commission, or consulate. The job offer should not be from an employer-based in Quebec.
Since you will be working with children and adults regularly, you should be able to communicate effectively. Therefore, you will need to take a language proficiency test. This test will prove your language skills that include writing, reading, listening and speaking. You can take your test either in English or French.
The applicant must have completed one year of post-secondary education.
Home Childcare Provider Pilot – In the event of foreign post-secondary education (outside Canada) in childcare, you will have to submit an education assessment report. The report will identify if you fulfil the education eligibility criteria. One needs to have completed one year of post secondary education.
Home Support Worker Pilot – Relevant post- secondary education regarding home care training is generally required.
To be considered under this pilot program, you must have work experience or training in childcare or home support.
Home Childcare Provider Pilot – Please note, foster parents are not eligible to apply under this program.
Home Support Worker Pilot – Please note, the former experience of housekeeping does not make you eligible to apply under this program.
You should not be inadmissible to Canada under the Canadian Immigration laws. You could be barred from entering Canada on the following grounds:
Applicants must have a minimum of 24 months of work experience in in-home child care or in-home support to qualify for the permanent residency application process. You need to submit your work permit application along with your permanent residency application. If you fulfil all the requirements of the intended pilot, you will get a temporary work permit for Canada. This permit will enable you to acquire 24 months of Canadian work experience that is a requirement for permanent residence.
You can also invite your family members to Canada. In case they wish to study or work, they can also submit their visa applications along with yours.
