The new 2023-2024 Victorian Skilled Migration Program is now available

The much-awaited Victoria Skilled Migration Program for 2023-2024 is now open! The program has been updated since the last fiscal year and is now accepting applications from domestic residents in Victoria and international candidates.

What is the Victoria Skilled Migration Program?

The Victoria Skilled Migration Program is a state-based initiative designed to address the specific skill shortages in the state of Victoria, one of Australia’s most vibrant and economically active regions. This program is part of Australia’s broader skilled migration framework but allows Victoria to nominate and sponsor skilled migrants who can contribute to the state’s economy and workforce.

This program provides two visa pathways:

  • Skilled Nominated Visa (subclass 190)
  • Skilled Work Regional (provisional) Visa (subclass 491)

What is the Skilled Nominated Visa (subclass 190)?

The Skilled Nominated visa (subclass 190) is a permanent visa for skilled migrants. You must receive a nomination from Victoria before you can apply for the visa. The application must be made via the Department’s SkillSelect system.

Who can apply to the Skilled Nominated Visa (subclass 190)?

To be eligible to apply for Victorian Skilled Nominated (subclass 190) visa nomination, you must:

  • Be committed to living in Victoria
  • Have had your Registration of Interest (ROI) selected,
  • Be under 45 years of age,
  • Have at least Competent English
  • Have a valid Skills Assessment in an occupation on the eligible skilled occupation list for this visa,
  • Have achieved at least 65 points on the Australian Government’s points test for your Expression of Interest (EOI) in SkillSelect.

There are no changes to the Skilled Nominated visa (subclass 190) nomination program. If you submitted a subclass 190 Registration of Interest in 2022-23 and were not selected, you do not need to submit a new ROI unless the information provided has changed.

What is the Skilled Work Regional (Provisional) visa (subclass 491)?

The Skilled Work Regional (Provisional) visa (subclass 491) allows skilled migrants to live, study, and work in designated regional areas for five years, with a pathway to permanent residency. You must receive a nomination from Victoria before you can apply for this visa.

Who can apply to the Skilled Work Regional (Provisional) visa (subclass 491)?

To be eligible to apply for a Skilled Work Regional (Provisional) visa (subclass 491) nomination, you must:

  • Be committed to living in regional Victoria,
  • Have had your Registration of Interest (ROI) selected,
  • Be under 45 years of age,
  • Have Competent English
  • Have a valid skills assessment in an occupation on the eligible skilled occupation list for this visa,
  • If you are onshore, you must be living and working in regional Victoria at the time of nomination. Please note some outer suburbs of Melbourne are included in the regional zones by the Department of Home Affairs.
  • Be committed to living and working in regional Victoria,
  • Have achieved at least 65 points on the Australian Government’s points test for your Expression of Interest (EOI) in SkillSelect.

Skilled Work Regional (Provisional) visa (subclass 491) changes

To be eligible to apply for Skilled Work Regional (Provisional) visa (subclass 491) nomination in the 2023-24 program, onshore applicants must be living and working in regional Victoria at the time of nomination. Some outer suburbs of Melbourne are included in the regional zones by the Department of Home Affairs. You can find information on the designated regional areas of Victoria here.

As a result of this change, if you submitted a subclass 491 ROI in 2022-23 and were not selected, you will need to submit a new ROI if you are still eligible.

How to submit a Registration of Interest for a Victorian visa nomination?

  • Make or update an Expression of Interest (EOI) on the Department of Home Affairs’ SkillSelect system. You must create a new Expression of Interest if your existing one is expiring within the next 12 months.
  • Make sure you meet the requirements for the visa you are seeking nomination for
  • Submit a Registration of Interest for Victorian visa nomination
  • To submit a Registration of Interest, you must create an account on the Live in Melbourne portal if you do not already have one.
