The Provincial Nominee Program (PNP) in Canada is an immigration program that allows individual provinces and territories within Canada to nominate people for permanent residence based on their specific economic, labour market, and demographic needs. The PNP is one of the ways through which Canada manages its immigration system alongside the federal Express Entry system. The Saskatchewan Immigrant Nominee Program is under the Canada PNP.

What streams fall under the SINP?
There are four streams, with their respective pathways, through which you can immigrate. Read below for more details:
1. International Skilled Worker Category:
International Skilled Worker: Employment Offer – This sub-category is for skilled workers who have a job offer for a skilled occupation in Saskatchewan, are living abroad or in Canada and meet the criteria of the sub-category. The eligibility under this is:
You may qualify for this sub-category if you live outside Canada or have proof of legal status in Canada, are not a refugee claimant, and:
- Score at least 60 points on the Saskatchewan Immigrant Nominee Program (SINP) point assessment grid.
- Have at least one-year work experience in the past 10 years (in your intended occupation).
- Have a language score of at least Canadian Language Benchmark (CLB) 4.
- Be eligible for Saskatchewan licensing (if your intended occupation is in a regulated profession or compulsory apprenticeship trade).
- Have an offer for a permanent, full-time job in Saskatchewan.
- Job offer must be in an occupation in the National Occupational Classification (NOC) TEER level “0”, “1”, “2” or “3”.

International Skilled Worker: Saskatchewan Express Entry – This sub-category is for skilled workers who do not have a job offer in Saskatchewan and are in the Express Entry Pool. The eligibility under this is:
- Have a valid Express Entry Profile Number and Job Seeker Code.
- Score a minimum of 60 points on the SINP point assessment grid.
- Have a language test result that meets the federal Express Entry language requirements.
- Have completed post-secondary school or training that is comparable to at least one year of Canadian education. You must have earned a diploma, certificate or degree related to your intended occupation.
- Have experience in a job that is not on the Excluded Occupation List.
- Your work experience must be in the field of your completed post-secondary education or training.
- You may need to show a Professional Status or proof of eligibility for Licensure for your job.
- Show settlement funds and a settlement plan.
International Skilled Worker: Tech Talent Pathway – This sub-category is for high-skilled technology and innovation sector workers who have a job offer for a high-skilled occupation in Saskatchewan. The eligible occupations under this category are:

International Skilled Worker: Occupation In-Demand – This sub-category is for skilled workers who do not have a job offer in Saskatchewan but are highly skilled in an in-demand occupation and meet the criteria of the sub-category. The eligibility under this is:
- You live outside of Canada or have proof of legal status in Canada
- You are not a refugee claimant
- Score a minimum of 60 points out of 110 on the SINP point assessment grid
- Have a language score of at least 4 CLB.
- Have completed post-secondary education, training or apprenticeship that’s comparable to that in Canada. You must have earned a diploma, certificate or degree related to your intended occupation.
- Have work experience that is high skilled and not on the Excluded Occupation List
- Your work experience must be related to your occupation and education
- You may need to provide proof of Professional Status or of eligibility for Licensure
- Have proof of settlement funds and a settlement plan
2. Hard-to-Fill Skills Pilot
This sub-category is for intermediate and low-skilled workers in eligible, high-demand occupations who have an offer for a job in Saskatchewan and Intend to reside in Saskatchewan as a permanent resident. The eligibility under this is:
- Have at least one year of full-time work experience in the past three years.
- Have a language score of at least Canadian Language Benchmark (CLB) 4.
- Have completed secondary school (high school) or higher level education.
- Have an SINP-approved offer for a permanent, full-time job in Saskatchewan. You will need a valid SINP Job Approval Letter from your employer to show proof. The offer must be in one of the following occupations:

3. Worker with Saskatchewan Work Experience:
Skilled Worker With Existing Work Permit – This sub-category is for skilled workers who have been working in Saskatchewan with a valid work permit for at least six months; have a permanent full-time job offer from a Saskatchewan employer. The job is required to be in NOC) Matrix TEER “0”, “1” or “2” or “3”; or in a designated trade.
Semi-skilled Agriculture Worker with Existing Work Permit – This sub-category is for semi-skilled workers who have been working for more than six months with a valid work permit for the employer offering a job or, who have previously worked in Saskatchewan for a minimum of six months. The applicant should also have a permanent full-time job offer from a Saskatchewan employer. The job is required to be in the following National Occupation Classification (NOC) occupations:
- NOC 885100: Livestock labourers
- NOC 85101: Harvesting labourers
- NOC 84120: Specialized livestock workers and farm machinery operators
- NOC 85103: Nursery and Greenhouse labourers
Health Professionals – This sub-category is for skilled workers who have been working full-time in Saskatchewan on a temporary work permit for at least six months as a:
- Physician
- Nurse
- Other health professional
Hospitality Sector Project – This sub-category is for foreign workers who want to apply for permanent residency and are currently working in Saskatchewan on a temporary work permit through a Labour Market Impact Assessment (LMIA). The candidate must have been working with an SINP Hospitality-approved employer for a minimum of six months in one of the following jobs:
- Food/Beverage Server (NOC 6513)
- Food Counter Attendant/Kitchen Helper (NOC 6711)
- Housekeeping/Cleaning Staff (NOC 6731)
Long-Haul Truck Driver Project – This sub-category is for long-haul truck drivers who will work for an approved trucking firm in Saskatchewan on a temporary work permit issued by IRCC and based on a positive Labour Market Impact Assessment (LMIA) from the Government of Canada.
Students – This sub-category is for students who graduated from a Saskatchewan institute or a recognized post-secondary educational institution in Canada. The candidate must have worked for at least 6 months of paid employment in Saskatchewan and have a current, permanent, full-time job offer from a Saskatchewan employer in your field of study.
4. Entrepreneur:
Entrepreneur Category – The Entrepreneur Category is for foreign nationals who wish to obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan. There are four steps to the nomination process:
- Expression of Interest (EOI) submission to the SINP
- EOI Selection and Invitation to Submit an Application
- Business Establishment
- Nomination
International Graduate Entrepreneur Category – The International Graduate Entrepreneur Category is for international students graduating from as Saskatchewan institution who want to become an entrepreneur. Through the SINP Entrepreneur Program, you and your family can start, obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan. The steps to nomination are the same as above.
Farm Owner and Operator Category – The Farm Owner and Operator Category is for foreign nationals who’d like to move to Saskatchewan and who have proven experience in farming. The candidate must have considerable money to invest in a farming operation and plan to buy and run a farm in Saskatchewan.
