The Provincial Nominee Program (PNP) in Canada is an immigration program that allows individual provinces and territories within Canada to nominate people for permanent residence based on their specific economic, labour market, and demographic needs. The PNP is one of the ways through which Canada manages its immigration system alongside the federal Express Entry system.

The Nova Scotia Nominee Program falls under the Canada PNP.

NSNP is designed to attract skilled workers, entrepreneurs, and graduates with the skills and experience required to meet the province’s labour market needs and contribute to its economic growth. Administered by the Government of Nova Scotia in partnership with the federal government, the NSNP allows the province to nominate individuals for permanent residence in Canada.

What categories fall under the NSNP?

Nova Scotia has several categories within the NSNP for eligible candidates. These categories are as follows:

  1. Nova Scotia Experience: Express Entry – The Nova Scotia Experience: Express Entry stream selects highly skilled individuals wishing to live permanently in Nova Scotia. Applicants must have at least one year of experience working in Nova Scotia. Check eligibility here.
  2. Nova Scotia Labour Market Priorities – The Nova Scotia Labour Market Priorities stream selects candidates who meet provincial labour market needs to apply for nomination. Only candidates who receive a Letter of Interest from the Nova Scotia Office of Immigration may apply. Check eligibility here.
  3. Labour Market Priorities for Physicians – The Nova Scotia Labour Market Priorities stream for physicians selects candidates with an approved offer from the Nova Scotia Health Authority or the IWK Health Centre who receive a Letter of Interest from Labour, Skills and Immigration (LSI) may apply.   4. Physician – The Physician Stream was launched to help Nova Scotia’s public health authorities – the Nova Scotia Health Authority (NSHA) and the Izaak Walton Killam Health Centre (IWK) – to hire general practitioners, family physicians and specialist physicians to work in Nova Scotia. 5. Entrepreneur – The Entrepreneur Stream is for experienced business owners or senior business managers who want to live in Nova Scotia. Chosen candidates may start a new business or buy an existing business and must actively participate in the management of the business. After operating the business for a year, the entrepreneur may be nominated for permanent resident status. Application to the stream is by invitation only. Check eligibility here.

6. International Graduate Entrepreneur – The International Graduate Entrepreneur Stream is for recent graduates of a Nova Scotia university or the Nova Scotia Community College. Chosen candidates must have already started or bought and operated a Nova Scotia business for at least a year. The graduate may be nominated for permanent resident status if they wish to stay in the province. Application to the stream is by invitation only. Check eligibility here.

7. International Graduates in Demand – The International Graduates in Demand stream is for recent international graduates whose skills and education match specific National Occupational Classification (NOC) job categories. This stream is currently open to workers in these NOC job categories:

  • NOC 32102: Paramedical occupations
  • NOC 32124: Pharmacy technicians
  • NOC 33102: nurse aides, orderlies, and patient service associates
  • NOC 42202: early childhood educators and assistants

8. Skilled Worker – The Skilled Worker stream helps employers recruit foreign workers and recently graduated international students whose skills are needed in Nova Scotia. Check eligibility here.

9. Occupations in Demand – The Occupations in Demand stream targets specific TEER categories 3, 4, or 5 occupations of the National Occupational Classification in high labour market demand in Nova Scotia. Check eligibility here. Here are the eligible NOC categories:

  • NOC 33102 (Nurse Aides)
  • NOC 65200 (Food and beverage servers)
  • NOC 65201 (Food counter attendants, kitchen helpers and related support occupations)
  • NOC 65310 (Light duty cleaners)
  • NOC 73300 (Transport truck drivers)
  • NOC 73400 (Heavy equipment operators)
  • NOC 75110 (Construction trades helpers and labourer

What is the processing time?

The processing time for eligible applications can be three months or more. Within six months of receiving your nominee certificate, apply to Immigration, Refugees, and Citizenship Canada for your permanent resident visa.
