Here’s All You Need to Know About the British Columbia Provincial Nominee Program (BCPNP)

The Provincial Nominee Program (PNP) in Canada is an immigration program that allows individual provinces and territories within Canada to nominate people for permanent residence based on their specific economic, labour market, and demographic needs. The PNP is one of the ways through which Canada manages its immigration system alongside the federal Express Entry system. The British Columbia Provincial Nominee Program falls under the Canada PNP.

Understanding the BCPNP

Canada’s welcoming immigration policies make it a desirable destination for individuals seeking new opportunities and a higher quality of life. Among the various provincial immigration programs, the British Columbia Provincial Nominee Program (BCPNP) stands out as a pathway for skilled workers, entrepreneurs, and other professionals looking to make the picturesque province of British Columbia their home. Administered by the British Columbia Ministry of Jobs, Economic Development, and Innovation, the BCPNP is designed to meet the unique economic and labour market needs of the province.

What streams fall under the BCPNP?

There are three streams, with their respective pathways, through which you can migrate to British Columbia. Read below for more details:

1. Skills Immigration

This stream has a few pathways:

Skilled Worker – The Skilled Worker stream is a way for workers in a professional, management, technical, trade or other skilled occupation to gain permanent residence in B.C. To qualify for this stream, you must:

  • have accepted a full-time job offer from a B.C. employer. The job must be in a skilled occupation (NOC TEER 0, 1, 2, or 3)
  • be qualified for the said job
  • have a minimum of two years of full-time (or full-time equivalent) work experience in any skilled occupation (NOC TEER 0, 1, 2, or 3)
  • show you can support yourself and your dependants
  • have, or be eligible for, legal immigration status in Canada
  • for NOC TEER 2 or 3 occupations, meet minimum language requirements
  • have a wage offer in line with B.C. wage rates for the occupation

Health Authority – The Health Authority stream gives a permanent residence pathway to people working for a health authority in B.C. If you are a physician, midwife or a nurse practitioner, you may also be eligible to apply under the Health Authority stream. To be eligible you must

  • have either a full-time, job offer from a B.C. public health authority or a letter from a health authority or midwife practice group that confirms that you are a physician, nurse practitioner, or midwife in British Columbia
  • meet general BC PNP requirements
  • meet the education, training, experience, and qualification requirements outlined by the public health authority

International Graduate – The International Graduate stream may be an option to get permanent residence and stay in B.C. To qualify for this stream, you must:

  • have completed a degree, diploma or certificate from an eligible post-secondary institution in Canada in the past three years
  • have accepted a job offer from a B.C. employer. The job must be classified as NOC TEER category 1, 2, or 3
  • be qualified to work in your occupation in B.C.
  • for NOC TEER 2 or 3 occupations, meet minimum language requirements
  • have a wage offer in line with B.C. wage rates for the occupation
  • show you can support yourself and your dependants
  • have, or be eligible for, legal immigration status in Canada

International Post-Graduate – If you have recently graduated from an eligible B.C. post-secondary institution with a master’s or doctoral degree, or if you are a PhD candidate at a public B.C. post-secondary institution, you may be eligible for the BC PNP’s International Post-Graduate stream. You do not need a job offer from an employer to apply to this stream. To qualify for this stream, you must:

  • have obtained eligible graduate-level education from an eligible program of study at a post-secondary institution in B.C. in the last three years
  • have, or be eligible for, legal immigration status in Canada
  • demonstrate that you have the ability and intent to live, work and economically establish in B.C.

Entry Level and Semi-Skilled – The Entry Level and Semi-Skilled stream is a way for workers in select occupations in the  tourism/hospitality, or food processing sectors to gain permanent residence in B.C. To qualify for this stream, you must:

  • have accepted a full-time job offer from a B.C. employer in the tourism/hospitality, or food processing sector.
  • have been working full-time for your employer for a minimum of nine consecutive months before applying.
  • be qualified to do the job offered to you, including meeting any certification or registration requirements in B.C.
  • be earning a wage in line with B.C. wage rates for the occupation
  • meet minimum language and education requirements
  • show you can support yourself and your dependants
  • have legal immigration status in Canada

65312 Janitors, caretakers and heavy-duty cleaners
 
Other service occupations (employed directly by hotels/resorts*)
65320 Dry cleaning, laundry and related occupations
65329 Other service support occupations
 
*For the purposes of the BC PNP, a resort is defined as an accommodation facility that is associated with recreational activities. These activities can include skiing, golfing, boating, fishing, biking, swimming, horseback riding, hiking, nature-based or interpretive tours, etc.
 
Food processing
94140 Process control and machine operators, food and beverage processing
94141 Industrial butchers and meat cutters, poultry preparers and related workers
94142 Fish and seafood plant workers
94143 Testers and graders, food and beverage processing
95106 Labourers in food and beverage processing

Please note that apart from the Entry Level and Semi-Skilled stream, all the other streams have an Express Entry BC option.

 

2. Entrepreneur Immigration:

Entrepreneur Immigration (EI) is a way for international entrepreneurs wishing to immigrate to British Columbia (B.C.) to set up businesses that support innovation and economic growth in the province. There are 3 streams under this:

Base stream –

Personal requirements

  • personal net worth of at least CAD$600,000
  • business and/or management experience; if no business experience, must have the equivalent of a 2-year post-secondary diploma
  • basic English or French language skill equal to Canadian Language Benchmark (CLB) level 4 or higher
  • have been lawfully admitted in the country where you currently live
  • have, or be eligible for, legal immigration status in Canada

Business, job and investment requirements

  • establish an eligible new business or buy and improve an existing business
  • make an eligible personal investment of at least CAD$200,000 in the business
  • create at least one new full-time job for a Canadian citizen or permanent resident

Fees

  • $300 registration fee
  • $3,500 application fee

Process

  1. Prepare a business proposal
  2. Register your proposal with the BC PNP
  3. Get a work permit
  4. Build your business
  5. BC PNP nomination
  6. Permanent Residence 

Regional Pilot – Through the Entrepreneur Immigration (EI) Regional Pilot, the Province offers an immigration pathway for enterprising individuals who are looking to start a new business in a small community and make B.C. their new home.

Requirements: The EI – Regional Pilot is designed for foreign entrepreneurs who are interested in starting a new business in a smaller community. If you want to settle in one that is not participating in the EI Regional Pilot, or purchase an existing business, you are not eligible for this stream.

Before considering the EI Regional Pilot, become familiar with the program criteria and check your eligibility. To qualify, you must:

  • establish an eligible new business aligned with the priorities of the referring community
  • show business and/or management experience
  • have a personal net worth of at least CAD$300,000
  • make an eligible personal investment of at least CAD$100,000 in the business
  • create at least one new full-time job for a Canadian citizen or permanent resident
  • demonstrate a minimum language proficiency of Canadian Language Benchmark (CLB) 4
  • have, or be eligible for, legal immigration status in Canada
  • have been lawfully admitted in the country where you currently live

Strategic Projects – The Strategic Projects stream is for foreign corporations who have identified strategic investment opportunities in B.C. to establish operations that are integral to the growth and expansion of their core business. This stream enables foreign corporations to permanently transfer key staff with the corporate knowledge and expertise to B.C.

To be eligible, the foreign corporation must meet the following requirements:

  • be well-established and in good financial standing
  • demonstrate investment readiness and capacity for international expansion into B.C.
  • provide significant economic benefit to the province by making a high value investment in B.C.

The foreign corporation must:

  • make a minimum equity investment of at least $500,000 directed toward the corporation’s operations in B.C.
  • establish new or purchase and expand an eligible business in B.C.
  • create at least three new full-time equivalent jobs for Canadian citizens or permanent residents for each foreign key staff member proposed (to a maximum of five key staff)

3. BC PNP Tech

BC PNP Tech offers skilled workers in select, in-demand tech occupations a pathway to permanent residence. BC PNP Tech is not a separate stream. It is a series of administrative measures that help skilled tech workers move more quickly and easily through the BC PNP process, including tech-only draws for invitations to apply.
