New Francophone Immigration Policies And Targets Announced

Here are the new changes made to Francophone immigration policies!

On January 16, Minister Marc Miller announced new plans to bring more French speakers to areas outside Quebec. These include a new immigration policy, expanding community initiatives, introducing a program for French immigration, and implementing the Official Languages Action Plan. All of these aim to make French more prominent in Canada.

Francophone Immigration Policy

The new policy aims to boost the vitality and economic growth of Francophone minority communities. It outlines concrete, ambitious, and innovative actions for short, medium, and long-term progress to restore and increase the demographic presence of these communities. The policy includes measures like promoting and supporting recruitment efforts in Canada and abroad, especially for specific industries facing labor shortages. Additionally, it will oversee the creation of a new program and measures dedicated to Francophone economic immigration.

Welcoming Francophone Communities Initiative

The Welcoming Francophone Communities initiative is undergoing renewal, sustaining support for 14 communities and expanding its reach to include up to 10 additional communities. This financial backing is pivotal in creating environments that foster the seamless integration of French-speaking newcomers, both economically and socio-culturally.

Francophone Immigration Support Program

The introduction of the Francophone Immigration Support Program signifies a commitment to breaking down barriers hindering Francophone immigration. This program will fund innovative projects aimed at facilitating international promotion initiatives, as well as supporting the recruitment and assistance of French-speaking candidates. The goal is to streamline the immigration process for Francophone minority communities.

Francophone Immigration Targets

Backed by an investment exceeding $137 million under the Action Plan for Official Languages 2023-2028, these initiatives underscore the federal government’s steadfast dedication to the vitality of Francophone minority communities. 

Minister Miller highlighted the success in surpassing the initial target of 4.4% French-speaking resident admissions outside Quebec. Statistical data available up to December 2023 indicates a notable achievement of approximately 4.7%. Moreover, Immigration, Refugees, and Citizenship Canada (IRCC) is expected to confirm the complete 2023 statistics by February 2024. Looking ahead, ambitious yet attainable targets have been set for the coming years, with aims of 6% in 2024, 7% in 2025, and 8% in 2026 for Francophone immigrant admissions outside Quebec.

These measures represent more than just policy changes; they symbolize a pledge to the enduring growth and vitality of Francophone minority communities outside Quebec.
