IRCC Sends Invitations To Candidates in 2024’s First Express Entry Draw!

IRCC holds first Express Entry Draw for 2024!

The Immigration Refugees and Citizenship Canada (IRCC) held the first Express Entry draw for the year 2024 on January 10. A total of 1510 invitations to apply (ITAs) were issued to candidates for this ‘No Program Specified’ round.  The minimum Comprehensive Ranking Score (CRS) was 546.

This draw is the first one of 2024 and comes after back-to-back draws in December 2023. 

Which program was targeted for this draw?

Since there was no program specified for this draw, invitations to apply may be issued to candidates from the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), Federal Skilled Trades Program (FSTP), and Provincial Nominee Program.

A look at the previous draws

The first December draw, held after a long delay, on December 6, was a ‘No Program Specified’ round. A total of 4750 invitations to apply (ITAs) were issued to candidates, and the Comprehensive Ranking Score (CRS) was 561. 

The second December draw was held on December 7 for the French-speaking category. Under this draw, 1000 permanent residency invitations were sent out. This draw’s minimum Comprehensive Ranking System (CRS) score was 470.

The third December draw was on December 8, and it specifically targeted individuals with professional experience in Science, Technology, Engineering, and Mathematics (STEM) related professions.

A total of 5,900 candidates have received invitations to apply (ITAs). To be eligible for consideration in this draw, candidates were required to meet a minimum Comprehensive Ranking System (CRS) score of 481. 

Before these December draws, there were no rounds in November. 

After that, there were back-to-back 4 draws held. 

On December 18, IRCC issued a total of 1,325 invitations to apply (ITAs) to candidates for the ‘No Program Specified’ round.  The minimum Comprehensive Ranking Score (CRS) was 542.

On December 19, IRCC invited 1,000 candidates to apply in a category-based selection draw for candidates in trades occupations. The Comprehensive Ranking System (CRS) score was 425 to be eligible for an ITA.

On December 20, IRCC invited 670 candidates to apply in a category-based selection draw for candidates in Transport Occupations. The Comprehensive Ranking System (CRS) score was 435 to be eligible for an ITA.

On December 21, IRCC invited 400 candidates to apply in a category-based selection draw for candidates in Agriculture and agri-food occupations. The Comprehensive Ranking System (CRS) score was 386 to be eligible for an ITA.

2023 Express Entry Draw overview

Express Entry draws saw an increase in the number of rounds in 2023 compared to last year and even saw a significant number of invites sent out, indicating a heightened focus on addressing labor market demands and supporting economic expansion.

In 2023, 42 draws were held by the IRCC majority of which were all-program draws that considered candidates from the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. Among these draws, 19 Express Entry draws were all-program, 5 were for PNP, one was for FSWP and the remaining 17 were category-based selection draws.

In total, between the first draw of the year on January 11 and the December 21 draw, the department issued 110,266 ITAs. 

Compared to 2022 which saw a total of 38 Express Entry draws through which 132,000 invitations were issued. 

While the numbers may be lower from 2022, IRCC’s target for 2023 was 82,880 Express Entry candidates, and the same was met. 

What's the immigration plan for 2024?

In 2024, Canada expects to attract approximately 281,135 economic immigrants, which is over half the annual target percentage. By 2026, this figure will have risen to 301,250.

The Express Entry objective for 2024 will be 110,770 permanent resident admissions, rising to 117,500 immigrants in 2025 and 2026.

Explaining Express Entry

Express Entry is a competitive immigration system implemented by the Government of Canada to manage and process applications for permanent residency from skilled foreign workers. It aims to attract and select highly qualified individuals who have the potential to contribute to Canada’s economy and society.

The first-ever category-based draw was held on June 28 this year and before that candidates were assessed based on their human capital factors including work experience, professional fields, language skills, education, and age. They were then ranked using an assigned CRS score. After each draw, candidates with the highest CRS scores (according to the cut-off) are issued ITAs, allowing them to apply for permanent residency.

To align with labor market needs and promote the French language, IRCC introduced new category-based selection criteria on May 31. The six new categories include:

  • Healthcare
  • STEM professions
  • Trades
  • Transport
  • Agriculture and agri-food
  • French-language proficiency
