Australia Migration Strategy

Here's everything at a glance about the newly announced Australia Migration Strategy!

Australia is set to embark on a transformative journey in reshaping its migration policies to address evolving economic needs, ensure worker mobility, and strengthen international ties in 2024. The proposed changes cover various aspects of migration, from temporary skilled visas to permanent residency, and aim to enhance the integrity and efficiency of the migration system. Let’s delve into the key initiatives outlined in Australia’s visionary migration reform plan.

1. Temporary Skilled Migration: Introducing a New Visa

Australia’s plan includes the introduction of a new Skills in Demand visa with three targeted pathways to address specific skills shortages and encourage worker mobility in the labor market:

  • Specialist Skills Pathway: This pathway is designed to attract highly skilled workers, particularly in industries crucial for Australia’s future, such as technology and green energy.

  • Core Skills Pathway: Focused on meeting targeted workforce needs, this pathway comes with a simplified and regularly updated occupation list to ensure that Australia acquires the skills it needs.

  • New Visa Settings: The reform proposes new visa settings that provide migrant workers with increased mobility in the labor market, aiming to combat worker exploitation and drive productivity.

2. Reshaping Permanent Skilled Migration: Proposing a New Visa

Australia is committed to exploring a reformed points test for permanent skilled migration. Additionally, a new Talent and Innovation visa is proposed to attract migrants who can contribute significantly to sectors of national importance, fostering long-term economic growth.

3. Enhancing Integrity and Quality in International Education

To maintain the quality of international education and ensure graduates contribute to addressing skills shortages, the reform includes:

  • Higher English Language Requirements: Strengthening language proficiency expectations for international students and graduates.

  • Scrutiny of High-Risk Visa Applications: A $19 million investment in the Home Affairs student visa integrity unit to scrutinize high-risk student visa applications.

  • Restrictions on Onshore Visa Hopping: Measures to prevent onshore visa hopping that undermines the integrity of the system.

  • Improved Temporary Graduate Visa Settings: Streamlined and strengthened settings for temporary graduate visas to better support international students and graduates.

4. Combating Worker Exploitation and Misuse of the Visa System

A comprehensive suite of legislation, powers, penalties, and policies is proposed to combat worker exploitation and maintain the integrity of the migration system. This includes the establishment of a public register of employer sponsors to enhance transparency and support migrant worker mobility.

5. Evidence-Based Approach to Planning Migration

Australia aims for a longer-term, evidence-based approach to planning migration, collaborating closely with states and territories. This includes a new strategy for planning permanent migration and greater collaboration with states and territories on net overseas migration forecasts.

6. Tailoring Regional Visas and Working Holiday Maker Program

To support regional development and prevent worker exploitation, the reform proposes:

  • Prioritizing Regional Visas: A new direction to ensure that regional visas receive the highest priority in visa processing.

  • Evaluation of Regional Migration Settings: Commitment to evaluate regional migration settings and the Working Holiday Maker program to align with development objectives in regional Australia.

7. Deepening People-to-People Ties in the Indo-Pacific

Australia is adopting a new approach to strengthen people-to-people links with the Indo-Pacific region, including a direct pathway to citizenship for New Zealanders and increased mobility with Pacific Island and Southeast Asian countries.

8. Simplifying the Migration System for a Better Experience

A system-wide simplification agenda aims to streamline visa settings, reduce visa classes, and make the migration system more user-friendly. This includes the removal of over 20 unnecessary and duplicative visas.

Conclusion: A Phased Approach for Strong Delivery and Future Reform

In addition to the outlined reforms, Australia is adopting a phased approach to ensure the robust implementation of existing commitments, introducing new measures to build a resilient system, and identifying areas for future reform through tripartite consultation.

As part of this next phase of consultation, the government is committed to transparency and public input. In early 2024, discussion papers on two crucial aspects of migration will be published:

  • Permanent Skilled Migration: The government recognizes the significance of permanent skilled migration and aims to engage the public in shaping policies in this domain.

  • Regional Migration and Working Holiday Maker Program Evaluation: Acknowledging the importance of regional development and the Working Holiday Maker Program, the government will seek public input on these matters to ensure that policies align with the needs and aspirations of both regional communities and migrants.
