Here’s All You Need to Know About the Manitoba Provincial Nominee Program (MPNP)

The Provincial Nominee Program (PNP) in Canada is an immigration program that allows individual provinces and territories within Canada to nominate people for permanent residence based on their specific economic, labour market, and demographic needs. The PNP is one of the ways through which Canada manages its immigration system alongside the federal Express Entry system.

The Manitoba Provincial Nominee Program falls under the Canada PNP.

Understanding the MPNP

In the diverse landscape of Canadian immigration programs, the Manitoba Provincial Nominee Program (MPNP) stands out as a pathway that caters to the specific needs of Manitoba’s labor market and economy. As one of Canada’s ten provinces, Manitoba actively seeks skilled workers, entrepreneurs, and international graduates to contribute to its growing economy and vibrant communities.

The Manitoba Provincial Nominee Program (MPNP) offers three streams, with their respective pathways, through which you can immigrate to the province of Manitoba and become a permanent resident of Canada.

What streams fall under the MPNP?

 There are three streams, with their respective pathways, through which you can immigrate. Read below for more details:

1.Skilled Workers Stream: This stream has two pathways:

Skilled Worker in Manitoba – This pathway nominates applicants with a strong connection to the province through ongoing employment and sufficient skills, education and training, work experience, and official language proficiency to make an immediate and ongoing contribution to the economy. The eligibility criteria under this is:

  • Requires a full-time, long-term job offer from a Manitoba employer.
  • Applicants must have at least six months of recent work experience with the Manitoba employer.
  • Educational and language proficiency requirements are essential.
  • Requirements for international students from other provinces: If you graduated from a post-secondary program in another Canadian province and want to apply to the Skilled Worker in Manitoba pathway because you’ve been offered a job in Manitoba, to be eligible, you must first have been working for that Manitoba employer for at least one year.

The Skilled Worker Overseas (SWO) pathway nominates applicants who demonstrate an established connection to Manitoba through:

  • the support of family members or friends;
  • previous education or work experience in the province; or
  • an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

In addition to your connection to Manitoba, you must score at least 60 points based on five factors: language proficiency, age, work experience, education, and adaptability.

Eligibility for being Manitoba Support: A Manitoba Supporter is an established resident of the province who is a friend or relative of the applicant and is willing and able to review and endorse the applicant’s plan for settling and finding employment. A Manitoba Supporter must be the applicant’s close relative or friend/distant relative and must be

  • able to provide documents proving they reside and are established in Manitoba and have been living in the province continuously for at least one year (e.g., copy of Manitoba Health Card);
  • a Canadian citizen or permanent resident;
  • able to demonstrate sufficiently close ties to the applicant and to Manitoba;
  • able to demonstrate that any applications they previously supported resulted in successful, permanent economic establishment in Manitoba; and
  • able to support the applicant’s Settlement Plan.

2. International Education Stream:

The International Education Stream (IES) provides international students graduating from designated Manitoba post-secondary institutions a faster pathway to nomination. There are three pathways under this:

The Career Employment Pathway provides nomination pathways for post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation consistent with their training. The eligibility for this pathway is given below:

  • You must have graduated in the past 3 years from a designated post-secondary institution in Manitoba from a full-time program of at least one year/two semesters in length.
  • You must have a minimum language proficiency level of CLB/NCLC 7.
  • You must have a full-time job offer from an eligible Manitoba employer with a minimum 1-year contract in an occupation on Manitoba’s In-Demand Occupations List. Manitoba degree-program graduates qualify provided they have a job offer in any TEER 0, 1, 2, or 3 on the list.
  • You must have sufficient funds.
  • You must be living in Manitoba at the time of the application and show intent to continue staying.

The Graduate Internship Pathway provides faster nomination pathways for international student master and doctoral graduates through internships contributing to industry innovation in Manitoba. Graduates who have completed Mitacs Accelerate or Elevate internships can apply when they graduate. They do not need a job offer. The eligibility for this pathway is given below:

  • You must have completed a master or doctoral degree program in Manitoba within the past 3 years.
  • Minimum CLB/NCLC 7 language proficiency (or equivalent).
  • You must have completed a Mitacs Elevateor Accelerate (including Accelerate Entrepreneur) internship with an eligible industry and research enterprise in Manitoba.
  • You are not required to have a job offer at the time of application.
  • You must have sufficient funds.
  • You must be living in Manitoba at the time of the application and show intent to continue staying.

The International Student Entrepreneur Pilot (ISEP) provides up to 20 (international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment. The eligibility criteria is below:

  • A business plan is required as part of your application. You must operate the business as a senior manager daily from the place of business in Manitoba for at least 6 months prior to nomination, consistent with the requirements of your Business Performance Agreement (BPA).
  • You must have at least 51% ownership of the business equity
  • You must have completed a full-time post-secondary program in Manitoba that is at least 2 years in duration.
  • You must be between 21 to 35 years of age.
  • You must have a valid open work permit at the time of application.
  • You must be living in Manitoba at the time of the application and show intent to continue staying.

3. Business Investor Stream:

  1. The Business Investor Stream (BIS) allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba. There are two pathways under this stream.

The Entrepreneur Pathway (EP) allows Manitoba to recruit and nominate qualified business people from around the world who have the intent and ability to move to Manitoba and establish, purchase a business or become partners in an existing business after arrival in Canada on a temporary work permit. The eligibility for this pathway is given below:

  • You must have a minimum of 3 years of full-time work experience in the past 5 years either as an active business owner or working in a senior management role of a successful business.
  • Business owners must have at least 33 1/3% ownership to qualify for points.
  • You must have a minimum level of CLB/NCLC 5 and a minimum education level of Canadian high school equivalency.
  • A business plan is required and is an integral part of the application.
  • You must have a minimum net worth of $500,000 CAD.

The Farm Investor Pathway (FIP) is for individuals with proven farm business experience, sufficient available capital to invest, and who intend to establish and operate a farm operation in rural Manitoba. The eligibility for this pathway is given below:

  • You must have a minimum of 3 years of farm ownership and operation experience, supported by verifiable documents.
  • Proficiency in English or French.
  • You must invest a minimum of $300,000 CAD. You are expected to establish a farming business in rural Manitoba.
  • You must have a farm business plan and conduct a farm business research visit to Manitoba.
  • You are required to live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba.
  • You must have a minimum net worth of $500,000 CAD.
