Under this stream, the province of Ontario selects candidates from the federal Express Entry pool who have the required skills and experience. These candidates are invited to apply for provincial nomination, which, if granted, can significantly increase their chances of obtaining permanent residency in Canada.
The Human Capital Priorities Stream is particularly attractive because it allows Ontario to nominate candidates based on their potential to integrate into the labor market and contribute to the province’s economy. Express Entry Profile: Your Entry Ticket
To be considered for the Human Capital Priorities Stream, you must first have an active profile in one of the following Express Entry programs:
Federal Skilled Worker (FSW): Tailored for skilled workers with foreign work experience aiming to settle anywhere in Canada, except Quebec.
Canadian Experience Class (CEC): Designed for individuals with skilled work experience in Canada, transitioning from temporary to permanent residency.

Stream Requirements: What You Need
Once you’ve got your Express Entry profile sorted, here’s what you need to bring to the table:
- Work Experience: You must decide which of the following two federal programs you would like to be assessed against:
- Federal Skilled Workers Program
- Canadian Experience Class
Federal Skilled Worker Program
Under the Federal Skilled Worker Program, you must have:
- at least one year of continuous paid full-time work experience (or the equivalent in paid part- time work) in TEER Category 0, 1, 2 or 3 of the National Occupational Classification (NOC)
Your work experience must have been:
- obtained within the last five years from the date of submitting your application to the OINP
- in the same primary occupation as you identified in your Express Entry profile
You may have gained your work experience in Canada or overseas.
Canadian Experience Class
Under the Canadian Experience Class, you must have:
- at least one year of cumulative paid full-time work experience (or the equivalent in paid part-time work) in Canada in TEER Category 0, 1, 2 or 3 of the NOC
Your work experience must have been:
- obtained within the last three years from the date of submitting your application to the OINP
- in one or more of the occupations that you identified in your Express Entry profile
- in Canada while maintaining legal status in Canada
Education: You’ll need a Canadian Bachelor’s degree or higher (or its equivalent from a recognized institution). Your educational credentials should be assessed and deemed equivalent to Canadian standards by a designated organization.
Language Proficiency: Whether it’s English or French, you must prove your language proficiency. Meeting the minimum language requirements set by the Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) is essential. This typically involves taking language proficiency tests such as the IELTS or CELPIP for English and TEF for French.
Intent to Reside in Ontario: Demonstrating your commitment to settling in Ontario is key. You must genuinely intend to reside in the province and contribute to its economy and society. Showcasing your dedication through your application and supporting documents is crucial.

Application Process for Ontario's Human Capital Priorities Stream
Securing nomination through Ontario’s Human Capital Priorities stream involves a precise application process. Here’s your guide to navigating through it:
1. Express Entry Profile Creation:
The Ontario Human Capital Priorities stream functions on an invitation-only basis. Candidates meeting the minimum eligibility requirements must first create an Express Entry profile. However, it’s important to note that merely meeting these criteria doesn’t guarantee receipt of a Notification of Interest (NOI) from Ontario.
2. Receiving a Notification of Interest (NOI):
Once the profile is created, Ontario evaluates Express Entry profiles and issues NOIs to potential candidates it’s interested in nominating. Only candidates with an NOI are eligible to proceed with an application to the Ontario Immigrant Nominee Program (OINP) for provincial nomination.
3. Application Submission to OINP:
After receiving an NOI, candidates have a 45-day window to prepare and submit their application through the OINP e-Filing Portal. The application fee for the OINP stands at $1,500 CAD. If the application receives approval, Ontario will notify the applicant of their selection for provincial nomination through their IRCC online account.
4. Enhancing CRS Score:
Upon acceptance of the provincial nomination, the candidate’s Comprehensive Ranking System (CRS) score skyrockets by 600 points. This virtually guarantees them an Invitation to Apply (ITA) for permanent residence in the subsequent Express Entry draw.
5. Submission of Permanent Residence Application:
Following receipt of the ITA, applicants must prepare and submit their official application for Canadian permanent residence within the specified timeframe. Applications submitted through Express Entry typically undergo processing within six months.
